When you're anchored in the shade at the belay or driving the Coquihalla in a Westfalia with a capricious heater, this slim layer cuts off the chill. It's streamlined enough that you can wear it while you set off to climb the pitch, and if you need to stash it, it stuffs briskly into its own internal pocket.

Windproofness

A windproof garment does not allow any air to permeate the fabric. A garment with windproof panels has panels of fabric that are totally windproof, but the rest of the garment may not be windproof. A wind-resistant garment resists some wind, but not as much as a garment that is windproof.
